it got so bad that the city took over, 'cause the city has a responsibility to protect its citizens. boston built the first modern sewer system in the united states. ours was completed between 1877 and 1884. with this wonderful new sewer system, we were taking our filth and moving it out to the ocean. of course, all of this was untreated. in the 1960s, we were still pumping all of our sewage out to moon island, untreated. we would get swimmers here, never knowing, in the middle of summer, why you would have a cold. well, we were swimming in diluted sewage. melosi: the major way to deal with pollution, at least until early into the 20th century, was through the process of dilution. the assumption was that the capacity of rivers and streams, and even the seas, allowed for certain levels of pollution that eventually would purify themself. as we get later into the 20th century, it becomes clear that the volumes of waste made dilution unworkable as a single solution. and so treatment became the ways in which we deal with pollution. narrator: to protect public health, starting in the 1950s

here you go from cities from the north bay, sonoma, napa, sfo, redwood city, oakland, the driest start to any year on record. this is for january into early february rainfall. now what's a blessing is the fact that december was the tenth wettest december on record. these numbers, not so good for rainfall. when you compare that early lead-in that we had with the rainfall to start the season, the bay area is looking okay. a lot better than last year where we're seeing about 30% of average rainfall. a lot of the gains we made in december starting to slip away. the snow pack looks healthy. a big difference from last year when it was 29 to 36% of average. so still looking okay. 70% to 80% of average. when you see the seven-day forecast and really the 14-day forecast which looks very dry. you're going to see the numbers continue to drop off. the satellite view has a few high clouds going by with high pressure to the west. we're still kind of seeing northerly flow down. setting up for some chilly nights. here is the blocking pat person will cause this rainfall and snowfall problems. the polar

a few spots north of the city. pennsylvania had a little bit of sleep for a few minutes then it was just light rain. temperatures stayed in the 30s, mid-30s. deep pressure, some snow up there moving to dragging this moisture along the southern area of the united states. pretty much south of us but some of that is going to come back to the north by wednesday. wednesday night we expect low pressure to be developing offshore and then move away. two questions remain, how much moisture get -- gets into the baltimore, maryland region. and how much air will be there as the moisture arrives. looks like we'll see some rain on wednesday. then we'll see some rain. it's an iffy situation. it could stay south to where we get just a little bit of it. maybe just a little bit of rain wednesday or wednesday night. we'll keep tracking that for you as we head into wednesday. the bay temp around 38 has gone up a little bit. so tonight becoming partly loudty and breezy down around 37 -- partically cloudy and breezy down around 37. it'l
